City's Flag Policy Appealed

A three-judge panel of the 4th U.S. Circuit Court of Appeals heard arguments on Thursday from the Sons of Confederate Veterans to overturn Lexington's decision not to fly the Confederate battle flag from city poles.
The city has argued it can fly whatever it likes on city-owned property.
The Sons of Confederate Veterans has argued the city ordinance violates the right to free speech.
